The APRM Process in Uganda: A critical evaluation

This report, written by co-authors, Samuel Bamulanzeki Tindifa, a senior lecturer at Makerere University and Babuuzibwa Mukasa Luutu acting vice chancellor at the Marcus Garvey Pan African University tracks Uganda's progress since it acceded to the APRM process in March 2003, its implementation process which commenced in 2005 and the 2008 self assessment report. It interrogates the institutional arrangement governing the APRM process in Uganda, analyses strengthens and weaknesses of the in-country process, and contents of the report, plan of action and follow-up. It also analyses the impact of the process on the promotion of national dialogue on issues indentified in the report and makes recommendations for the country and other countries undertaking the process.

Uganda: The Management of Elections

Uganda will hold its second multiparty elections in February 2011. This report consists of an audit of the national legislative framework against the relevant African and international standards for the holding of elections, and the implementation in practice. It highlights concerns about the country’s ability to hold transparent, free and fairelections under the current electoral laws. Piecemeal amendments to the laws, including the creation of new districts, undermine a level playing field. The president and the ruling party enjoy substantial advantages over the political opposition through the use of state resources. Political opposition leaders and independent media are harassed, including through the use of politically motivated criminal charges and the threat of violence. The report makes recommendations for immediate and medium term reform to ensure that Uganda can move onto a trajectory of greater rather than more restricted democracy.

Public Broadcasting in Africa Series: Uganda

Uganda’s broadcast media landscape has witnessed tremendous growth in recent years. While the public broadcaster remains the dominant national player – in terms of reach – in both radio and television, commercial broadcasters have introduced a substantial level of diversity in the industry. Public broadcasting faces serious competition from the numerous private and independent broadcasters, especially in and around the capital Kampala and major urban centres. In fact, the private/commercial sector clearly dominates the industry in most respects, notably productivity and profitability. The public broadcaster, which enjoys wider geographical coverage, faces the challenge of trying to fulfil a broad mandate with little funding. This makes it difficult for UBC to compete with the more nimble operators in the commercial/private sector. Overall, there appears to be a healthy degree of pluralism and diversity in terms of ownership.

Uganda APRM launching

A study entitled: The implementation of the APRM in Uganda: a critical evaluation was launched on 24 August, 2011 at the Serena Hotel. The report was written by Samuel Bamulanzeki Tindifa, senior lecturer at the Makere University and Babuuzibwa Mukasa Luutu acting vice chancellor at the Marcus Garvey Pan African University. Uganda: Validation Workshop for Election Management report

Ms. Margaret Sekaggya, author of a report on the management of elections in Uganda commissioned by AfriMAP and the Open Society Initiative for Eastern Africa (OSIEA) presented her draft findings at a validation workshop held in Kampala on 19 August 2010. Ms Sekaggya, who is UN Special Rapporteur on the Situation of Human Rights Defenders and former chair of the Uganda Human Rights Commission (UHRC), noted key challenges facing Uganda in the lead up to general elections due to be held in 2011. more...
